CARE International in Jordan has a vacancy for the post of Community Based Livelihood Coordinator Scope of Work:
The purpose of the Community Based Livelihood Coordinator (CBLC) Position is to effectively implement and supervise all the activities related to the community based livelihood (CBL) component. He/she is required to properly implement the assigned component of the program, in collaboration with other team members of the program. He/she is also responsible for the CBL component designing, planning, and reporting. And coordinate the community based livelihood activities taking place at the community centers and with CARE partner in the camp though regular meetings, implementing the relevant assessments, and present statistics and analysis to show the case of the CBL needs and successes in the camp.
Duties and Responsibilities:
Implementation, monitoring and reporting of Project Activities:
- He/she will be responsible for the direct implementation and supervision of all the livelihood activities, managing the community development staff, provide them with the needed technical skills, provide advance training, and build the staff and volunteers’ capacities.
- He/she will be responsible to monitor the process for the refugees’ registration, in-depth and vulnerability assessment and any other CBL related assessments.
- Document all activities in a timely manner for narrative reports, statistical reports, and name lists.
- Develops the costed work plan for the CBL component.
- Monitors the implementation of the plan in line with CARE requirements including proposing any necessary changes.
- Reports progress to the CBLM and contributes to internal & donor reports.
- Ensures compliance with all donor requirements and regulations
- Maintains all relevant project documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials, etc.)
- Properly documents the achievements and lessons of the component activities and disseminates to other stakeholders. This includes registering assistance on beneficiary databases if applicable.
Staff Management:
- Manages and supervises her or his team including setting work schedules and organizing staff deployments, leave and so on.
- Ensures that work procedures and relevant standard operating procedures (SOPs) are in place, understood and being carried out.
- Monitors the team works through regular reporting to ensure the team producing the reports, key program documentation (reports, meeting notes, project visit reports, activities report, photos and so on).
- Supports her or his team members in their daily works, though solving problems, advising, coaching. Supports team members resolve problems and advises on achieving effective program results.
- Ensures that the team receive the required technical and logistics support as required;
- Conducts annual performance appraisal as per the organizations policies and procedure
- Provide training, guidance, and support to the staff members to effectively perform their duties and promote a strong team spirit.
- Plans and conducts weekly project review, meeting with program managers, staff and volunteers to assess progress, adjust plans, and draw/disseminate lessons learned;
- Writes monthly and as requested by the donor comprehensive and high quality project progress reports.
- Supervises, leads, guides, orients, trains, coaches and supports project staff.
- Provide team leadership and motivational support to the Project Team through daily supervision, regular team meetings, and learning and reflection events
- Ensure that all project staff have appropriate individual operational plans linked to project priorities;
- Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
- Identify and pursue opportunities for the human resource development of project staff and promote cross visits to improve familiarization with new technical strategies and attendance at management-related training workshops.
- Builds the technical and managerial capacity of the field staff in planning and implementing projects effectively and efficiently.
Coordination, Liaison and Outreach with Project Staff, Components, Partners and Other Interested Organization:
- Promote coordination with all relevant actors involved in CBL activities.
- Ensure to summaries meetings, seminars or workshops attended is written, well documented and shared with the CBLM.
- Works as a team player by providing relevant information assistance to the other components coordinators and ensuring the CBL component is interlinked with other component.
- Maintains contacts and effective communication with key actors involved in the camp (UNHCR, other NGOs and agencies, Government departments).
- Report on all meetings and develop ways to involve lessons learnt.
- Participate and if necessary organizing the coordination between different donors, agencies and organizations to enhance the impact of CARE’s work through good coordination.
Ensuring Community Participation, Promoting Women’s Empowerment, Applying CARE Standards:
- Make sure that project activities are performed in line with CARE standards including key humanitarian standards.
- Ensure that gender considerations are taken into account at all stages of the project cycle from design through implementation to evaluation.
Qualifications and Requirements:
- Bachelor degree in marketing, economics, development, agriculture, forestry, education, social science, or equivalent combination of education and work experience.
- At least five years of experience in development and/or humanitarian organizations, including significant experience of working with partners to deliver humanitarian programs or build capacity for emergency preparedness and response.
- Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
- A proven record of effective project management, including project planning and managing a budget
- Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
Strong skills in written communication, including effective report writing
Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.

CARE International in Jordan has a vacancy for the post of Incentive based volunteering coordinatorScope of Work:
The incentive based volunteering coordinator will work closely with the community based protection manager to lead the implementation of IBV scheme implementation in Azraq camp, also will lead the field level coordination for the direct implementation of the IBV component. This will include planning and managing all IBV implementation in the four villages in Azraq camp, managing and supervising IBV assistance staff, implementation planning, oversight of component assets, stakeholder engagement and community liaison, monitoring and analysis of programmatic data. The IBV coordinator will ensure that the selection of beneficiaries, and their volunteering opportunities takes place according to the agreed Standard Operation Procedures agreed on in Azraq camp. The IBV coordinator should be committed to support and to feed into program design, IBV scheme implementation, updating statistics, learning and evaluation, and communication and establish external relationships with other stakeholders in Azraq camp.
The incentive based volunteering (IBV) coordinator oversees the proper implementation of IBV scheme implementation under the community based protection program at Azraq camp, in collaboration with other team members of the program.
Duties and Responsibilities:
Planning, monitoring and reporting:
Coordinate and document all IBV activities including beneficiary’s selection with criteria, community capacity and coordination Reviews and provide the analysis bi-weekly with the CBP manager.
Develops the costed work plan for the IBV component.
Develop detailed project work plans that are aligned with Programme timelines and targets, and follows IBV Standard Operating Procedures (SOPs) for Incentive based volunteering reports progress to CBP manager, and contributes to internal monthly reports.
Review IBV and rotation requirements for IBV activities, determining volunteer’s requirements and TORs.
Provide input into the design of IBV coordination system, including rotation periods, IBV distribution, and overall studies.
Provide the support for the livelihood component regarding the market assessment tools and needs.
Maintains all relevant project documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials, etc.)
Provide monthly recommendations to feed the basic needs working group in the camp, regarding the gaps, overwhelmed sectors that related to vocational trainings and livelihood programmes in the camp.
In coordination with different component coordinators, support in developing IBVs TORs for the opening opportunities in Azraq camp.
Implement all the required quality assurance procedures to ensure the quality, transparency, and accuracy of registered data.
Personnel Management:
Supervises, leads, guides, orients, trains, coaches and supports his team members (i.e. IBV assistances).
Provides team leadership and motivational support to his team through daily supervision, regular team meetings, and learning and reflection events.
In coordination with the CBP manager, leads hiring and orientation of new staff for his team in coordination with HR, including finalizing JDs, recruiting, participating in interviews, reference checks.
Recommends to the CBP manager personnel actions regarding his team such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
Ensures that all his staff have appropriate individual operational plans linked to project component priorities;
Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
In coordination with the CBP manager, identifies and pursues opportunities for the human resource development of his staff and promotes cross visits to improve familiarisation with new technical strategies and attendance at relevant technical training workshops.
Builds the technical and managerial capacity of his staff in planning and implementing activities effectively and efficiently. In particular, identifies skills gaps and provides training as required (e.g. project management, reporting, community mobilization/participation/development, gender mainstreaming, and so on).
Coordination, Liaison and Outreach with Project Staff, Components, Partners and Other Interested Organization:
Promote coordination with all relevant actors involved in CBP activities.
Ensure that summaries of meetings, seminars or workshops attended is written, well documented and shared with the CBP Manager.
Properly documents the achievements and lessons of the component activities and disseminates to other stakeholders.
Works as a team player providing relevant information assistance to the other components coordinators and ensuring the CBL component is interlinked with other component.
Maintains contacts and effective communication with key actors involved in the camp (UNHCR, other NGOs and agencies, Government departments).
Report on all meetings and develop ways to involve lessons learned.
Participate and if necessary organizes coordination between different donors, agencies and organizations to enhance the impact of CARE’s work through good coordination.
Ensuring community participation, promoting women’s empowerment, applying CARE standards:
Makes sure that project activities are performed in line with CARE standards including key humanitarian standards as set out in the SPHERE and IASC guidelines.
Ensures that gender considerations are taken into account at all stages of the project cycle from design through implementation to evaluation;
Ensures the participation of the community in all stages of the project cycle.
Coordination, liaison and outreach with camp UNHCR partners, sector stakeholders and other interested organization:
Coordinate with communities and implement communications and community engagement strategies.
Coordinate with community representatives on all community-related matters, ensuring the areas of the component are working well together.
Participate in the information dissemination sessions conducted by CARE, by representing the IBV component, and distribute the required data for this sector.
Systematically evaluate the performance and level of capacities of partners IBV focal points regarding the SOPs implementation.
Provide other working agencies with the data related to the rotation percentages, updates on the camp statistics, and recommendations for the available capacities in the camp.
Qualifications and Requirements:
- University degree in social sciences, community development, statistics, or human rights field
- Approximately 5 years of experience supporting programs in the field(s) of NFI, cash for work, or cash programming, food distribution, and or sub-partner management. NGO experience preferred.
- Demonstrated experience with capacity building and training desirable
- Experience working closely with other NGOs and donors.
- Computer skills, in particular email, Microsoft Word and Excel
- Fluency in Arabic and English, both written and spoken.
- Good communication skills in dealing effectively with interlocutors
- Sensitivity to cultural differences;
- Ability to work in a difficult and stressful environment;
