Job description
Under the supervision of the Regional Chief of M&E, the primary function of this post is to contribute to improve quality, availability, access and use of knowledge on children in the region; This includes organization of the knowledge on children obtained through implementation of research, studies, surveys and evaluations, guidance on its dissemination inside and outside the organization, and ensuring that knowledge is widely used for improving performance at regional and country levels.

The Middle East and North Africa region covers countries and territories from Morocco to the Islamic Republic of Iran, including Djibouti and Sudan in sub-Saharan Africa.
The region is home to nearly 418 million people, including 157 million, or 38 per cent, who are under the age of 18. Nearly 10,000 children are born across the region every year.
The Middle East and North Africa Regional Office is a hub for information, technical expertise, oversight and coordination for UNICEF Country Offices. It also supports these offices in their efforts to raise much-needed resources.
Specialist advisers based in Amman help develop programmes in health and nutrition, child protection, adolescent development, HIV and AIDS, education, water and sanitation, social policy and emergency preparedness.

How can you make a difference?
Under the supervision of the Regional Chief of M&E, the primary function of this post is to contribute to improve quality, availability, access and use of knowledge on children in the region; This includes organization of the knowledge on children obtained through implementation of research, studies, surveys and evaluations, guidance on its dissemination inside and outside the organization, and ensuring that knowledge is widely used for improving performance at regional and country levels.
Key Functions, Accountabilities And Related Duties/tasks
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
- Implementation of MENARO Strategy for Knowledge.
- Ensures that the existing mechanisms for implementation of the Strategy are well understood and properly applied by all programme staff
- Drives the identification of existing knowledge gaps on children in MENA and prioritizing of actions to close them
- Provides hands-on support for the implementation on an individual basis as necessary, including through providing technical advice on methodological issues related to research implementation at regional and country level.
- Leads the internal UNICEF quality assurance processes and facilitates the additional quality assurance and ethical approval of research, studies and surveys by the existing external mechanisms.
- Knowledge capturing
- Develops, in collaboration with the respective programme sections, analytical summaries, synthesis, fact sheets, and briefs, based on completed reports by the RO, for use by a broad range of stakeholders.
- Collates existing knowledge on children in MENA – quantitative data, as well as qualitative research, to inform regular update on the situation of children in MENA region
- Verifies child-related data where necessary or leads the process of verification by COs.
- Knowledge organizing and sharing
- Establishes and manages a consolidated system with validated data for children in the region, disaggregated to the extent possible, with easy-to-generate country-specific or thematic profiles
- Establishes, in consultation with Communications and IT sections a warehouse or identifies alternatives for easy access to knowledge products for children in MENA, produced both by UNICEF and external stakeholders.
- Identifies and supports innovative ways and platforms to best serve UNICEF’s data and broader knowledge needs through sharing of existing knowledge, including through Sharing experiences across communities of practice and networks
- Support to knowledge generation capacity strengthening
- Liaises with regional knowledge institutions on the latest research and studies on children in MENA and ensures that reports/products are broadly disseminated.
- Maintains a regional roster of experts (individuals and institutions): evaluators and researchers who are able to implement a quality evidence/knowledge generation work relevant to UNICEF.
- Provides other necessary support to COs and partners on KM.
To qualify as an advocate for every child you will have…
- Advanced university degree in Social Sciences, Development Studies, Demography, Statistics or a related technical field.
- Five years of relevant professional work experience. Experience working in the UN or other international development organization, and field work experience an asset. Extensive practical experience in knowledge management and knowledge sharing strategies.
- Fluency in English and a second UN working language desirable (Arabic is a strong advantage)).
- Specific Technical Knowledge Required:
- Extensive knowledge and practical experience in knowledge management and knowledge sharing strategies.
- Understanding of the workings of the UN system and preferably some years of employment within the UN system.
- Strong conceptual and research analytical skills with the ability to think strategically and rapidly analyse and integrate diverse information from varied sources into conclusions and recommendations.
- Professional technical knowledge/expertise in statistics, and data collection and management
- Ability to analyse and integrate potentially conflicting numerical, verbal and other data from a number of sources.
